What is JISC Collections?

JISC Collections was established by the UK further and higher education funding councils in 2006 to negotiate with publishers and owners of digital content. The range of resources licensed for use by the agreements constitutes a national collection of online resources for education and research.

Originally operating within the Joint Information Systems Committee (JISC), JISC Collections was made into a limited company that mutually trades with its members and is now a JISC funded service. Further details on the company can be found in the Memorandum and Articles of Association.

Who runs it?

The company is run on a day-to-day basis by a senior management team overseen by an elected Board of Directors. The Board provides JISC Collections with governance, its strategic direction as well as controlling and reviewing business performance.

The company is chaired by David House, Deputy Vice-Chancellor of the University of Brighton. The Executive is lead by Lorraine Estelle, CEO, and is supported by a team of information professionals. Please view the corporate plan and the annual review 2008-2009.

Five Working Groups support JISC Collections in identifying and acquiring online resources for inclusion in the collections catalogue. The Working Groups are made up of representatives from the further and higher education community and the research councils. Each group meets regularly.

Who do we serve?

JISC Collections works on behalf of our members - all UK Higher Education (HE) and Further Education (FE) institutions and Research Councils (RCs) that receive direct funding from the UK HE and FE funding bodies. We have begun expanding our membership to include affiliate members – organisations in the UK and overseas which qualify for membership through their engagement in life-long learning. We provide our members with a collections catalogue of free and subscription-based online resources such as full text databases, e-books, digital images, e-journals, online film, learning materials and geospatial data.

The online resources in the collections catalogue are licensed from publishers, aggregators and content providers. Each institution decides which resources it wishes to subscribe to based on the needs of their users.

JISC Collections works to three principle categories when acquiring electronic content for the JISC Collections catalogue. Please see the Financial Strategy for further details.

The negotiations for e-journals are managed under the NESLi2 scheme. NESLi2 is an initiative of the Higher Education Funding Council for England, on behalf of all the higher education funding bodies, and is run by JISC Collections.

JISC Collections works to a Collections Strategy developed in consultation with the further and higher education community. New agreements are evaluated against the requirements of the Evaluation Framework.

What is our relationship with the publishing industry?

JISC Collections works closely with the publishing industry and actively seeks approaches and feedback from publishers. Further details for publishers can be found on the Information for Publishers area of the website.
