Q: How can I find out about the status of negotiations with the various publishers?
A: We produce a monthly report to those registered as a representative for their institution. This report is emailed to the NESLi2 reps list and is is also accessible from Your Membership Account (under the Support documents tab) on this website.
Q: How can I communicate with you if I have comments or questions about particular deals?
A: Please contact our NESLi2 Helpdesk at nesli2@jisc-collections.ac.uk
Q: What happens if you doesn't secure a deal with a particular publisher?
A: The main reason for this happening will be if we are unable to achieve most of the requirements of the negotiation criteria or other benefits. If we have not been able to complete a deal by 15 September, institutions are free to pursue their own discussions with a given publisher.
Q: Who does the negotiations and what is their role?
A: From January 2010 we, JISC Collections, undertake the negotiations for NESLi2. Our role is to establish the content requirements of the community and negotiate on their behalf. Libraries are free to order and access content from either the publisher or an intermediary (if allowed by the publisher).
Q: How are subscription agents kept informed of what is going on?
A: We will inform the Secretary of the Association of Subscription Agents and Intermediaries (ASA) and the two major subscription agents supplying the UK Higher Education and Research communities that a particular deal has been communicated to NESLi2 representatives, in order that agents are in a position to arrange to accept orders from their customers.
Q: Is the Journals Model Licence the same as the one used during the original NESLi?
A: A number of changes have been made to the NESLi2 model licence since the original NESLi. Please see the our Model NESLi2 Licence for Journals page for a full description of all changes.
Q: What is the JISC Model Contract for Journals and how does it differ from the Model Licence?
A: The JISC Model Contract for Journals is the agreement between a publisher and JISC Collections when a deal is agreed and relates to certain service standards and obligations. Individual institutions are not signatories to this document. The Model NESLi2 Licence for Journals is between individual publishers and institutions who sign up for their offer. Q: How will JISC Collections notify me of offers?
A: We will use the closed NESLi2 Reps email list and our Catalogue to convey offers to the community. Each offer will appear in a standard template format clearly explaining the proposal(s), where it meets/ fails to meet the negotiation criteria, any changes to the Model Licence that the publisher is requesting and how it can be ordered and accessed. Working examples of the pricing will be provided in all cases
Q: Why do we receive a Request for Payment as opposed to an invoice for Single Payment offers?
A: We collect payment on behalf of publishers operating in the single payment mechanism which is why we issue Requests for Payment rather than invoices. This route has been recommended to us by our accountants.
Q: I have received a Request for Payment which does not include a VAT amount
A: We do not include VAT on our Requests for Payments for US publishers. With the US publishers being outside of Europe they do not charge VAT on their invoices to us, and as we are collecting payment on their behalf, we do not charge the VAT therefore to the institutions. Institutions may be liaible to self declare the VAT and so we suggest you check with your local tax office.
