CLOCKSS The CLOCKSS Archive is a not for profit joint venture between the world’s leading publishers and libraries whose mission is to build a sustainable, geographically distributed dark archive with which to ensure the long-term survival of Web-based scholarly publications for the benefit of the greater global research community.

WHY CLOCKSS?
A commitment to open access
CLOCKSS is for the entire world's benefit. Content no longer available from any publisher ("triggered content") is available for free. CLOCKSS uniquely assigns this abandoned and orphaned content with a creative commons license to ensure that it remains available, forever. By supporting CLOCKSS, libraries helps to guarantee that everyone has access to abandoned and orphaned content independent of payment.
CLOCKSS has experienced six trigger events and has responded by releasing the triggered content, making it free not only to CLOCKSS participants, or to current or former subscribers to that licensed content, but free to everyone with access to the Internet.
Distributed preservation: proven and sustainable
Built on low-cost, open-source, award-winning LOCKSS technology, the CLOCKSS archive comprises a network of redundant nodes located at 12 major research libraries, into which e-content is ingested, copied, and preserved. CLOCKSS' decentralized, geographically disparate preservation model ensures that the digital assets of the community will survive intact.
Community governed
CLOCKSS is designed to share the responsibility of archiving across the global academic community. Publishers and librarians have equal say in deciding procedures, priorities, and when to trigger content. The bylaws require that the Board of Directors be 1/2 libraries and 1/2 publishers, all of whom help to drive the archive's direction and priorities - including keeping an eye out for when content should be "triggered" and made freely available. CLOCKSS is committed to a transparent community-based governance structure, to be most sustainable in the future as technologies and priorities change.
By becoming a CLOCKSS supporting library, each library joins other leading libraries and publishers to set archiving policies and practices for the good of the entire scholarly community. The library’s input through its advisory council membership will be influential and informative to the library board members. We actively seek more librarians’ voices to help steer the archive’s strategy.

Notes
A 3-year commitment with an annual opt-out is preferred.
Annual participation fees cover the period from January through December. Payments will be prorated in the first year. Invoices for subsequent years will be mailed in early December, to be paid within sixty (60) days.
Additional discount provided to JISC Collections members:
- 5% for participation by 5-10 members
- 10% for participation by 11-25 members
- 15% for participation by 26-50 members
- 17.5% for participation by 51+ members
An additional 5% will be provided to members who are active participants in the UK LOCKSS Alliance.

To participate in CLOCKSS, a library signs a CLOCKSS Participation Form and makes an Annual Archive Support payment. The CLOCKSS Participation Form designates the library’s delegate to the CLOCKSS Advisory Council.
